SH16 Churchill Street intersection upgrade

Work is underway to install signalised pedestrian crossings to improve safety at the intersection of Beach Road, Churchill Street, and Parnell Rise.
This is part of the safety improvements in progress around the State Highway 16 (SH16) Stanley Street Commercial Vehicle Safety Centre (CVSC).
Work is happening overnight Sundays to Thursdays between 9pm and 5am. During construction, traffic management will be in place for pedestrians, cyclists and vehicles.
NZ Transport Agency Waka Kotahi (NZTA) is installing the signalised pedestrian crossings to ensure pedestrians and cyclists can safely cross at these busy locations, given the increased number of trucks that will be accessing the upgraded CVSC from Churchill Street.
Construction of the signals began on 1 October and is expected to take around 8 weeks to complete, so should be finished by 30 November 2025.
Construction timeline
Phase 1: 1 October – 19 October 2025
- Northbound shoulder closures
- Motorists can travel in both directions during this phase.
Phase 2: 19 October – 13 November 2025
- Lane restrictions and one-way closures between Ronayne Street and The Strand
Phase 3: 16 November – 30 November 2025
- Full closure in both directions between Ronayne Street and The Strand
